The RI Medical Assistance Program, also known as "Medicaid," provides comprehensive medical coverage to seniors (age 65+) and people with permanent disabilities.
Eligibility
An individual may be eligible for Medical Assistance if he or she is a Rhode Island residents 65 years of age or older, blind or disabled. People receiving Supplemental Security Income (SSI) benefits automatically qualify for Medical Assistance. Seniors and people with disabilities who are receiving Social Security Retirement or Disability Benefits and have income/resources that exceed the SSI limits may still be eligible for Medical Assistance which has a higher income and resource limit. (See "flex test eligibility" for Medical Assistance).
In addition, people with disabilities who are waiting for a decision on eligibility for SSI of Social Security Disability Insurance benefits may be eligible for Medical Assistance.
Flex Test Eligibility
If an individual's income is at or above 100% of the Federal Poverty Level (FPL), they may still qualify for Medical Assistance if they have medical expenses. This is called "flex test" eligibility. An individual's medical expenses can be subtracted from a person's income over a six-month period. This may reduce their income to fall within Medical Assistance eligibility guidelines and make them eligible. Eligibility is re-determined every six months.

The Medicare Buy-In Program, also known as QMB (Qualified Medicare Beneficiary) and SLIMB (Specified Low-Income Medicare Beneficiary). It is designed to protect low-income Medicare beneficiaries from the significant and growing costs required to receive Medicare coverage, including out-of-pocket cost sharing expenses (deductibles and co--payments). The Program connects the two largest public health programs in the country, Medicare and Medicaid, as Medicaid pays for all or part of the Medicare premium and deductible amounts for individuals who are financially eligible.

The state Medicaid program pays their Medicare Part B premiums and cost-sharing amounts. The SLIMB (Specified Low-Income Medicare Beneficiary) Program pays only the Part B premium for those with incomes between 100 and 120 percent of poverty with assets up to $4,000 per individual or $6,000 per couple.

TO: CLARIAN HEALTH PARTNERS INC. FR: Northern Mindanao Medical Center Cagayan de Oro City, Philippines I am just an ordinary citizen who comes to Northern Mindanao Medical Center (a government hospital) every now and then just to be able to help the less fortunate in the best way I can, by comforting them, providing them their needs if I have the resources. This hospital is a government tertiary hospital with a 300-bed capacity. However, every day there are more than 300 in patients admitted leaving the patients with no other option than to use and consider the corridors of the hospital to stay just so they can be given immediate medical attention. Considering the lack of funds from the government, I would like to seek help from your foundation in any way you can to help expand, develop or whatever you can do to the hospital. Should you want to inquire and get more information, please contact DR. RAMON MORENO, OIC-Chief Medical Professional Staff of Northern Mindanao Medical Center (+638822) 721282 or cell number (+639178410322). I am optimistic that through writing this letter to your organization, it will pave the doorway for you to be interested in helping develop our government hospital. From a concerned citizen: Grace E.
